Victoriya Stolyar

Victoriya Stolyar is an partner at Palmer and Barr, P.C. and has approximately ten years of civil litigation experience. She currently focuses her practice on civil defense litigation in Pennsylvania. Victoriya was an Associate with a national law firm where she focused her practice on complex civil litigation including but not limited to railroad and transportation, mass and toxic tort exposure, and premises liability matters. Before that, Victoriya gained considerable litigation experience working with prominent regional and national defense firms. She has successfully represented national insurance companies, railroad and bus transportation companies, and major corporations against personal injury and premises liability claims, employment related matters, and claims filed under the Federal Employers’ Liability Act (FELA).

Victoriya has successfully tried, arbitrated, and mediated cases throughout Pennsylvania and New Jersey, and appeared as a zealous advocate on behalf of her clients in federal and state courts throughout the country. She has also independently handled cases in Pennsylvania, New York, New Jersey, Virginia, West Virginia, Ohio, Nebraska, Arkansas, Maryland, Georgia, Alabama, Kansas, Kentucky, Washington, Oklahoma, Indiana, Missouri, Mississippi, and Louisiana.

Victoriya is admitted to practice in Pennsylvania, New Jersey, and New York. She is also admitted in the United States District Court Eastern District of Pennsylvania, United States District Court of New Jersey, the United States District Court of Colorado, the United States District Court Eastern and Western Districts of Washington, and the United States District Court Eastern and Western Districts of Nebraska. Victoriya has also presented arguments before the Maryland Superior Court of Special Appeals and the Superior Court of Pennsylvania.

She is a member of the National Bar Association and the Pennsylvania Bar Association. Victoriya has also sat as an Arbitrator in the Philadelphia Court of Common Pleas.

Victoriya acquired her Juris Doctor from Rutgers School of Law – Camden in 2011 before clerking for the Honorable Barbara C. Stolte in the Superior Court of New Jersey in Middlesex County. She earned a Bachelor of Arts in Political Science and Criminal Justice from Rutgers University – New Brunswick in 2008.

In her free time, Victoriya enjoys attending concerts, art exhibitions, exercising and being an amateur food critic.

    • Philadelphia County defense verdict. In a case of disputed liability surounding a sideswipe accident on I-95, Ms. Stolyar convinced a Philadelphia County jury that her client was not negligent. The Plaintiff was unable to establish how the impact occured, who caused the impact, how many vehicles were involved, the colors of the vehicles involved, and inexplicably failed to see Ms. Stolyar's client before impact despite the lack of any visual obstructions. Ms. Stolyar's client testified that the Plaintiff attempted to merge into her travel lane, the right lane near the Center City exit and struck the front driver's side coiner panel of the vehicle. Plaintiff then continued merging into Ms. Stolyar's client's travel lane. There was nothing Ms. Stolyar's client could have done to avoid impact. The case also involved damages to the plaintiff including two facet injections under fluoroscopic guidance. The jury deliberated for less than 30 minutes before finding that Ms. Stolyar's client was not negligent.
